Federal Judge Orders Trump Administration To Pay SNAP Benefits In Full By Tomorrow; “Children Are At Immediate Risk Of Being Hungry—Should Never Happen In America”

A federal judge in Rhode Island has issued an immediate order forcing the United States Department of Agriculture and the Trump administration to release 100 % of the Supplemental Nutrition Assistance Program (SNAP) benefits for November by Friday, November 7 2025!

According to reports from Reuters judge John J. McConnell Jr described the partial-funding approach taken by the administration as “arbitrary and capricious” and noted that the government had emergency funds available—specifically a contingency fund and a tariff-derived “Section 32” child nutrition fund—that could cover the full amount.

📝 Full Statement from Judge McConnell

“The court was clear that the administration had to either make the full payment by this past Monday, or it must expeditiously resolve the administrative and clerical burdens it described in its papers,” said McConnell. “But under no circumstances shall the partial payments be made later than Wednesday, November 5, 2025. The record is clear that the administration did neither. Without SNAP funding for the month of November, 16 million children are immediately at risk of going hungry. This should never happen in America.”

🍽 What This Means For Families

  • Roughly 42 million Americans rely on SNAP each month; when benefits were delayed or reduced due to the government shutdown, states and food banks began reporting long lines, shortages, and increased hardship.
  • The administration initially planned to offer only partial benefits for November by tapping a $5.25 billion contingency fund. The judge rejected this, ordering “full funding” by also drawing from a $23 billion Section 32 fund meant for child nutrition.
  • The court’s urgency underlines that any delay in benefits can lead to “irreparable harm” for low-income families, including increased reliance on pantries, eviction risk, and hunger among children, reports the Washington Post.

Anti-hunger organizations and state leaders voiced alarm:

“Our policymakers are making a choice every day and allowing our children and our families in the United States to go hungry. They are not incapable of moving those benefits out to families tomorrow.” — Kate Breslin, President & CEO of the Schuyer Center for Analysis & Advocacy.
